Background
In December 2006, the Hillsborough Board of County Commissioners created a Transportation Task Force to provide recommendations on ways to improve transportation in Hillsborough County. The Task Force, as part of the second phase in 2008, focused on recommendations for mid and long term mobility needs that would provide for greater economic development and redevelopment opportunities and ensure sustainable growth.
The Task Force approved a final set of second phase recommendations in October 2009 that included a proposed one-cent transit sales tax, and brought them to the County Commission in November 2009. The recommended projects include transit and non-transit projects, such as light rail, bus service expansion, road improvements, and pedestrian and bicycle improvements. The one percent sales tax will be split 75 percent for transit and 25 percent for non-transit.
The Commission approved the recommendations in November 2009, and voted to ask the County Attorney to start drafting wording for a referendum on the proposed sales tax. The wording of the ballot referendum was approved by the County Commission in March 2010. The Commission also finalized an Interlocal Agreement that sets out how the money will be divided among the County, the cities of Tampa, Temple Terrace and Plant City, and the Hillsborough Area Regional Transit Authority. It also finalized an Ordinance that would govern the use of the proposed Tax.
Additionally after public input at nine meetings in February and additional discussion, the County Commission finalized the list of road projects that would be funded by the 25% portion of the proposed Transportation Tax. The final public hearing was held in May 2010when the County Commission officially approved placing the Transportation Tax Referendum on the ballot in November 2010.
