Zoning, Rezoning, and Land Use Applications

The Transportation Division is responsible for reviewing traffic analysis and access management issues
during rezonings, personal appearances - zoning, development; major and minor modifications/PD; DRI reviews;
concurrency; site plans; impact fees; traffic claming; and right-of-way vacating requests as a part of
the Zoning and DRI programs. Reviewer comments become part of the development approval. Concurrency management
for transportation is included in the reviews as well as Level of Service analysis of the existing and
future roadway impacts of the proposed development.
Development of Regional Impact (DRI's) Staff Representative: Charles

A DRI is a development that, because of its character, magnitude, or location would have a substantial
effect upon the health, safety, or welfare of citizens of more than one county. Chapter 380.06, Florida
Statutes ("F.S.") and Rules 9J-2.001 through 9J-2.0256, Florida Administrative Code ("F.A.C."), govern
the DRI process.
The Florida
Department of Community Affairs web site will provide a detailed discussion of the DRI process and
provides downloadable DRI application forms. Legislation and rules applicable to the DRI process may
also be found at this web site.
Concurrency / Transportation Reviews Staff Representative: Charles
E. White, AICP
The Transportation Division reviews building permit applications for concurrency and transportation
requirements to ensure adequate transportation facilities are in place as part of obtaining permits.
