No-Fee Zones

 

Purpose

Hillsborough County adopted the No-Fee Zone program in an effort to encourage development in economically distressed areas.

Applicable Areas and Program Period

The No-Fee Zone relieves builders/developers of the requirement to pay transportation and right-of-way impact fees, water and sewer capacity fees and AGRF fees. No-Fee Zones must lie within a CDBG target area to be eligible and comply with other criteria in the Hillsborough County Consolidated Impact Assessment Ordinance.

Original No-Fee Zones

The initial eight geographic areas of Hillsborough County designated as No-Fee Zones were Causeway, East Lake-Orient, Gibsonton, Palm River, Ruskin, Town & Country, USF and Wimauma. The program began for Gibsonton, Palm River, USF and Wimauma on October 27, 2003 and for Ruskin East Lake-Orient, Causeway and Town & Country on January 29, 2004. For all areas, except USF and Ruskin, the No-Fee Zone for transportation, and water and sewer capacity fees have terminated.  For information on the current No-Fee Zone status of the Ruskin and USF zones, call (813) 272-5920 or Contact Us by Email.

Residential – For both No-Fee Zone Types, projects that had applied for a building permit on or before the date of revocation, to continue to be eligible for participation in the No-Fee Program.

Commercial – For both No-Fee Zone Types, Authorize commercial, industrial and other non-residential development that had applied for either preliminary site development plan approval, or site development construction plan approval, or preliminary plat approval on or prior to the date of revocation. To continue to be eligible for participation in the No-Fee Program.

What about School, Park and Fire Impact Fees?
If other impact fees (school, park and fire) are due based upon the proposed development, those fees will be required to be paid.
