Wayne Francis was born and grew up in Los Angeles, California, where he lived for 34 years. He and his
family moved to the Tampa area in 1989. He has worked in the construction industry for over 37 years
and has extensive knowledge of residential and commercial construction. Wayne has been a licensed
inspector since 1994, a certified floodplain manager since 2004, and a building code administrator since
2007.
