Housing, Real Estate, and Construction Building Permits

Description: The Hillsborough County - City - County Planning Commission publishes the quarterly Partners in Planning documenting the residential and commercial permit activity reported by the various permitting agencies in Hillsborough. Residential activity is normally reported as number of permits issued by housing type. Commercial activity is normally reported as value of permits issued instead of number issued.

Issued permits reflect only an intent to build a house, single family or multifamily. Many, if not most, are eventually built. Housing starts data are actual houses being constructed. The advantage of permit data over start data is a forward look into housing markets. Permit data are a leading economic indicator. If consumers and/or builders are confident in the future path of real estate and the economy, permits will be strong, if not, newly issued permits will likely fall. Expectations of future increases in interest rates will likely dampen new permit activity as builders reduce the construction of new, yet to be sold, housing.

Commercial permits tend to be limited in number, thus, making the total value of permits a better indicator of activity.
